Everyone is asking about the Broadway Plan, so let’s cut to the chase.
Here are my top 7 tips learned by listening and connecting with City staff on March 2, 2022 about the Broadway Plan:
One – The plan is scheduled to go to Council May 20th, 2022. Right now, it is on the agenda and staff believe it is unlikely it will be bumped given that the municipal election will be held on October 15, 2022.
Two – There is a low level of risk that the plan will be voted down by the current Council. For the Broadway subway investment, the City/Province agreement outlines that Council must approve a land use plan before the end of 2022. This timeline was already extended by one-year due to Covid.
Three – For the Mt. Pleasant industrial area, further updates to the I-1A zoning are planned for Q1 2023 for those properties with 1/3 industrial use at 4.5 FSR. The updated zoning will include a specific amenity share contribution. The District zone bylaw update will not address properties opting for ½ industrial use and up to 6.0 FSR and that require rezoning. This will also allow the City to consider amenities such as childcare.
Four – Staff indicate that no view cones impact potential density in the I-1A zone. Going forward, other areas of the Broadway Plan may benefit from the City’s intention to review view cone 9 to respect mountains vs. city skyline views.
Five – City staff indicates that they have done the study to confirm the economics of a six-story building with 50% industrial use.
Six – Servicing will be confirmed by Engineering. However, watch for District energy hook-up, daylighted creek Blueway on Columbia Street (like the St. George blueway). To achieve these services, assume the City will be looking to the adjacent land developer to lead design and address any remediation of the disrupted road allowance.
Seven – Between May 2022 and Q1 2023, City staff will be working on the implementation actions, such as the District zone bylaw update.
